It seems consumer banking reflects its current situation of high interest loan and mortgage rate.

Somehow it reminds me about the economist Adam Smith's Philosophy "invisible hand" & "The Wealth of Nations" and an equal rate of return in equilibrium for all uses.
and when communism learns from capitalism system, there will always have an intervention in banking system.
Consumer banks will be able to borrow 0% interest loan from State Bank of Vietnam.
Restructure bad debt and corporate bonds.
